Overview

Munsey Ayers represents clients in real estate, land use and municipal law matters. Munsey has a well-established reputation working with private sector clients on annexation, zoning and subdivision, vested property rights and public finance matters, including negotiating development agreements, tax sharing agreements and public-private financing mechanisms such as public improvement fee (PIF) and tax increment financing (TIF) arrangements. In this regard, Munsey’s clients rely on his ability to develop, document and implement a commonality of interest among multiple stakeholders, including local governments and neighborhood associations, throughout the complex development process.

Munsey routinely represents developers in the acquisition, assemblage, entitlement, development and disposition of residential, commercial and mixed-use projects in urban, suburban, rural and resort areas. In the litigation context, Munsey has significant experience in land use and initiative/referendum disputes, including in Rule 106 proceedings challenging local government decisions and actions in district court and appellate court.

Before practicing law, Munsey was the president of an aircraft maintenance company, a position he held while simultaneously pursuing a law degree, and also worked in property management and building materials distribution. In those roles, Munsey appreciated those attorneys who understood his business and how to frame the legal considerations in a way that helped him achieve his business objectives—a mindset he brings to each representation he handles today.

Munsey served on the firm’s Executive Committee (2004-2012), Recruiting Committee (off and on 2004-2018) and as chair of the firm’s Technology Committee (2004-2014).
